Looking at it in day light it appears the 9 is so struck wrong it looks like a 0, and on the other side the 'United' is all smooshed when it was struck, doesn't look like the rest of the letters.

@schonhans, I see a lot of honest wear and tear on this coin. The rim has worn partly into the inscription, thus removing part of the bottom of the number 9. Similarly, the rim has begun to wear into UNITED, although there are other factors which might have contributed to some of these letters appearing a bit thicker than the others.
