What is the proper term for the shifted overprint on this note? Is this error fairly common?

Misaligned overprint.

Minor variances occasionally happen, with most going unnoticed. Someone noticed this note and pulled it from circulation. Although this example shows considerable use, there's no way this note has been in use since 1992.

I'm not sure what the issue is ... assume it is the darker color number 7 shown in the photo?

Do agree this note is very worn ... not sure how that affects value for the 'error'

If you look at the green Treasury seal, you'll see it's shifted left-of-center to the word ONE , along with everything else applied on the third print.

Right, the Treasury Seal most noticeably obscures the word ONE on the obverse. Not uncommon, no premium.

This my only circulation find in which all four district numbers (the 7s) overwrite or touch elements printed during earlier passes.
