These can be complete or partial depending on how much polishing the dies have gone through to remove imperfection/damage to the dies. On a die the fields are the outside part of the die. When polishing is done, it usually affects the fields and the bays as they are on the outside of the die. Any reduction on a field or bay, will be seen as a raised area. We see this often on the bays. But on your coin, the areas outside of the bays is continued split plating. (Where gray show through and the zinc rot starts happening leaving open areas on the coin. (on your coin we can see that on the devices next to the rim. No premium. A spender. Eventually it will all go away and just be a copper colored Hershey's kiss foil.
