No. It is just part of Machine Doubling. Note the other affected areas. On a doubled eyelid, the area will be raised, not flat, shelf like.

Note how the area is raised, and there is not flattening around it. Your coin shows MD.

Machine Doubling is very common. You'll see a ton of coins with Machine Doubling.
