It has Die Deterioration (die wear) between the outside edges of the device next to the rim. The die is aging and loosing it glory days. On the 'O' you can see gray. The plating has split on that area. Spendable.

I agree with Coop on everything he said. These are very common issues and unfortunately, it's a distraction to the coin. When you start CRH, you will start to find plenty of coins that look exactly like this.
