My opinion is that you have a damaged coin. Those silver-colored patches might be plating or even drops of mercury. Whatever it is, your cent is only worth face value.

Definitely not an expert but I am pretty sure this couldn't have possibly happened at the Mint, so its no die error.
Looks like its just some sort of environmental damage and like SilverDollar2017 said, its PMD, Post Mint Damage.
Interesting find though, just spend it, you can do better.
