Looks like die polishing was isolated on that area. To the left of the building you see a raised area. The die was reduced on that area making a raised mark on the coins struck with it. The bays are part of the fields, so any removal of the die will leave raised areas on the coins. The die was altered on that area.It has no shape of the hub, so it was removed/altered in that part of the die. (All were probably from the same event)
