The 3/3 is on the Denver mint business strike coins and the Proof 1963 cents:

Your looks too hard to find something that isn't there. A doubled die will enlarge the devices. If the devices are normal in size, it is not a doubled die.

This one is very minor. But note the size of the devices are enlarged.
