How far off of rotation does the obverse and reverse of a Mercury dime need to be to command any kind of premium? Is it the same for most coins or do different coins have variations that are "accepted" without being "errors"?

Generally speaking, the further the better. However, to many variables. It's all subjective. Date, condition, buyer, etc...

Thanks. I saw a couple at the shop today with around 10% rotation so it got me curious.

This is a difficult question since at coin shows many dealers say the more it is rotated, the higher the value. However, many other dealers will say just the opposite and say a rotated revers lowers the value. I've purchased many really high graded Mercury dimes at a low price due to a rotated reverse. A long time ago I noticed if I line up all the Obverses in an Album where you can see both sides of the coins, With Mercury dimes when you look at the reverse side you find about 25% are all tilted either to the left or right. They have always appeared to be one of the worst coins for Obverse/Reverse orientations. I have 12 Albums of them and this appears to be constant in all of them.
So as to your question, it seams like the value is up to the dealers or the buyers.
