Found this quarter recently and didn't look like it was PSD. Is this a die break?

Extreme die polishing. The mid depth bust design was reduced so much that, the area was removed. Its happened before:

Often you can find the nose missing because of the over polishing. But again this is a die issue, not a strike issue.
