Looks more like Die Deterioration and from heavy die polishing from what I can I see. I'd like images of the date and the motto areas for my educational files. First Time I've seen on like this. Note the tops of the devices are normal (actually reduced a bit) when the LIBERTY started it march to the rim. I'd save it just because of the die wear pattern to show to new collectors.

Here you go Coop. Maybe a little notching on "1"'s ? Its the first time I have seen this error as well.

I wonder if the whole coin looked that way. But it is localized polishing. Check a clash over to see if it is related to a clash:

Looks like the die was damaged and they altered it so strike more cents with it.

I agree with the Die Deterioration on LIBERTY, on the fence on the date. There is the slightest of notching on the top of the 0 as well as notching on the last two digits on the date. Interesting. Could you take another pic of the date straight on instead of at an angle?

I'm guessing by "angle" you were referring to the lighting ?
Here's an image without the external lighting (using LED's on the scope). BTW, I have seen this type of damage several times on "LIBERTY" but mostly on the "L" and occasional on the "I". I never ran across it involving the entire word.
