More of an issue with a damaged mint mark punch. Not a RPM. There were two different mint mark punches used that year. MMS-002 and MMS-004.
You can see a damaged punched used on the 1951-S and the 1952-S on the PCGS coin facts page. There are examples of normal MMS-002 and bent punches used on both years. Check it out and see:

The loops of the S seem to be partially filled on the coin. If that were caused by a defective punch, it would require extra material to be present on the punch/coin when the MM was applied. The more likely answer is that the die has broken and the planchet metal was more than happy to fill the void and create an unusual raised area within the S.

Is that a lamination running from the E in ONE upwards to the right,or is that on the holder that you should have removed before taking the photos?

@John1 that's on the ANACS slab, @CoinHunter thanks I got this a while ago just for the toning the MS65 grade was a bonus. @Spruett I think that is very plausable
