Well, on the surface it seems likely to have something to do with paper money--backed by promises to pay--that turns out to be worth about the paper on which it's printed. There have been a number of times/eras in the country when such scrip circulated: Continental money, bank notes, confederate money, some bonds, etc....I have never seen your quote before, so I don't know whether that's it, but it could apply equally to several relationships I've 'enjoyed' as well.
