It could be. I see notching on top of the T in united and the second T in States, possible notching at bottom of E in One. The 1983 DDR and DDO are hard to get good pictures of. Check out Wexlers site and see if there is any matches. Lets see what the experts here say. JS

It is a minor one, but if you sending coins to John Wexler, you might send this one in. You might try to make side by sides of the 'STATES area to see how strong it is. If it looks minor, you might submit the images to him first to see if he wants to see it or not? (only two DDRs listed on this page right now)
