That's a Feeder Finger Scrape. It's a form of die damage caused by the feeder finger scraping against the die face. http://www.error-ref.com/die-scrapes/

I don't think it is Feeder Finger Damage. Is the coin out of rotation? This is probably a crazy theory, but it resembles a die clash. That would necessitate a rotated die, as well.

It appears on several years of the wheat cents. But is Feeder Finger Damage. If it were a struck through, what could cause that and leave the devices in tact? It would be surface damage on the die, that reduces the fields on on that area. Leaving the tops of the devices that are thinner.
