I agree with john, doubling you see is the result of a worn die and Machine Doubling.

I look a look at the 1967 dimes on the PCGS coinfacts page and they pretty much all look like that on the 'W' on WE. I looked ahead a year or two and saw that the 1968 seems to have a stronger 'W' on WE. So they may have retired the master hub in 1967 and created a new one in 1968. But the area was even small on that year also, but at least the 'W' was complete. (Looks like the design needs to be altered as 'WE TRUST') those letters are very tight in that area.
