Looks MS to my eye, possibly lightly dipped at some point but seems market acceptable and most attractive.

I have observed that 1949 Newfoundland Dollars are usually sharply struck.

The black in the devices in this case suggest that it also may have been lightly cleaned.

I agree with what Coinfrog has said as well.
