Yes not likely altered in the sense that this surface color is intentionally different. Most likely it was just buried for a while--the metal detector folk seem to find clad coins this color all the time. This quarter is a spender.

May have patinated while being enclosed inside s steel box of some years.
Nickel and iron can have a similar chemistry.
