This coin shows all the symptoms of a coin struck with very worn dies (VLDS). The raised area parallel to the rim, and the way the 8 and D mint mark are "shadowed" in the direction of the rim are sure signs of worn dies. No extra value, but this is a nice example to keep for reference.

Your coin shows severe die wear (AKA Die Deterioration). You have a Very Late Die State Coin. The doubling you are seeing is called Die Deterioration Doubling, which is all of a symptom of a worn die issue, from striking many planchets at the U.S. Mint. http://goccf.com/t/336470
