1906 Quarter With Upside Down Obverse?

I'm not sure what this is. I think it may be a 1906 quarter. If I take the reverse side and view it with the laurel on the bottom (instead of the picture where the laurel is on the top), it looks like a quarter.

However, if the laurel is on the bottom, when I flip the coin, the obverse portrait is upside down? Does anybody know if this is the case?

Edward 25 Cents made at The Royal Mint were coinage alignment (180). When Ottawa started making them in 1908, they changed to medal alignment (360).
