I am thinking that it's some type of Environmental Damage.

It's not an error, it is PMD.
Looks like something, possibly another coin, was sitting on it
for some length of time while the rest of the coin was exposed
allowing environmental damage in that area only.

This coin was part of a roll and it was tied with scotch tape.
