The copper plating is still evident in several areas (especially the rim), so I would say that this is not an "unplated planchet" error. It is most likely PMD.

I agree--most likely someone stripped off most of the copper plating (or over-plated it). This coin is a spender.

The plating has been chemically stripped off. It's Post Strike Damage.
