Likely dipped in acid. PMD, corrosion.

If the coin is under weight, I suspect acid. If the weight is normal then I think it may have been heated with a torch.

Etheir way, it's still Post Strike Damage ( PSD), meaning that this happened after it left the U.S. Mint.
