could this be a stamp error on the date? also is it normal for the reverse to be offset of the obverse.

It wasn't minted that way, it was damaged at some later date.

I think that @shuny98 is asking about the slight MAD on the obv.

Yes, we see this amount of offset fairly often. Your coin is a spender due to the damage on the date.

sorry for the confusion. hope this helps. memorial is offset and not facing same direction when the coin is flipped

That's called a Rotated Die. It can happen when the die gets loose. Although, in order to become collectable, it has to be rotated 90 degrees or more.

The first reverse pictured is NOT the same coin as the second reverse pictured. Whats up with that?

Mark, they are illustrating the die rotation in the second (last) pic, which obviously needs another coin to stand in when using a single frame. As E&V said, it is not enough of a rotation to add value.

The date on the coin appears to be 19]]]]]].

As said, that is intentional damage. The coin is worth face value.
