It looks like a damage, L looks like it has been pressed down and flattened by roller/wrapping machine.

I agree that it's been damaged after it left the U.S. Mint. It's Post Strike Damage. You can see how the metal is flattened and displaced from the hit. Your coin is only worth a couple of cents.

Also that is the area die wear is noticed first to determine die wear.
