I don't know if '64 quarters had mintmarks seperate from the main dye or not. I'm probably looking at Mechanical Doubling here, but might it be RPM?

You're absolutely correct. You do indeed have Machine Doubling.

Seem like the quarters and larger diameter coins have the most Machine Doubling. I guess size does matter. The larger the coin, the move chances of MD happening after the strike. (seem mostly on the denomination areas that show it)
