Rabbit: How could it be filled in? If the die was filled in, then nothing would raise on the coin in that area. If a part of the die chipped away it would be raised on the coin. And on the '9' on Lincoln cents are all open, then the post could not break off and fill in the device. So what you have is a die chip on that area. Some eventually chip out fully leaving a void on the die, a raised area on the device. (Similar to your coin)
