@ernest, this cent seems to be coated in a lacquer. Consider stripping it off with acetone. You will likely end up with a cent that has mottled toning, which is unattractive, but at least honest. As far as the RPM goes, any chance of a close up pic of just the mint mark?

Added: Or if not lacquer, was it gold-plated at one point?

So far the mint mark area needs to be lot larger so we can see what you are seeing. Something common on that year was extreme die wear. The steel dies and Steel planchets made the die wear down quicker. So if the mint mark is showing something in the SE direction it may just be die wear. Just can say yet though as the image of the mint mark area needs to be larger. kind of like this.
