My understanding is the blank, to planchet, to coin weight should remain constant regardless of strike. Extreme strike exception is if it was way off center and sheared off or separated or broken apart by the die and collar or if something foreign was struck into it.
Pre-strike - planchet defects can exist prior to strike as well.
Most common weight variances include being struck on rolled thick or thin coin stock. Another less common is being struck on a foreign planchet or foreign coin stock.
1st need to determine is its even off center or just a misaligned strike? Current image doesn't suggest off center, maybe suggests a minor misaligned die strike. No reverse image displayed so assume its normal.
Tolerance for modern day cents - (from 1873 on)
+/- 0.13 grams for copper/bronze cents, including 1943 zinc-plated steel cents
+/- 0.10 grams for 1982 to date copper-plated zinc cents
