I think it's coin roller damage. Not a mint error. I'm not an expert so I might be wrong, but I'm pretty sure it's damage.

Agree with CoinHunter. Fairly common phenomenon. Looks like a slight die misalignment as well.

Well I have to disagree on this one. Coin wrapper damage and vending machine and coin counter damage, run parallel to the rime. This mark isn't parallel to the rim. What it is? It damage to the coin either way. Not a premium.
