Please can someone look at this and verify it's a double die if not I'll go get glasses today. Ok look at the O and D on GOD you can clearly see what I believe to be double died.

Could be a shadow or dirt line.
try turning the coin 180 degrees and taking the same picture.
picture is a little rough also.

And liberty looks like it. It could be md this coin is uncirculated it looks better then some 2018 I got.

The N definitely looks doubled. It also looks like there is a piece of metal inside the D.

I have been saving these from circulation for years for no good reason. Maybe now I will need to go through them and check for doubled dies maybe.

Well I check two of the attributers for a DDO on the 1976 Philly quarters and none listed. SO I check PCGS to see if they had some submitted for grading. They show three on their site. All the had Machine Doubling. So I'm not seeing a doubled either. Sorry

Die Deterioration is what happens on the die that struck your coin. If the die was new and hand struck several hundreds of thousands, then the images would be fresher. The later the die state, the more the die looses it original freshness. So even a high grade coin can have extreme die wear.
