I don't believe that is a mintmark. I think that is where it may have taken a hit and pushed the surrounding metal up giving the appearance of something that it is not.

It would be too small for a mint mark. Sometimes a mark on a coin make an incuse mark and the moving metal can make the eye think it is something, but the size and location shows this is not a mint mark.
