If the reeds are still there, it can't be a straight clip.
There are no reeds showing on a clip.
What you have there is just damage. PMD

In the future, please crop and enlarge your photos.

Looks like the poor dime was caught in machinery after it left the mint.
The edge reeding is smashed, and it looks like deep grinding marks and gouges.

This would be classified as a "mangled coin" - worth face value.
