1960-D Franklin Half. Just Found Another Misshapen 9 ! Die Chip?

I would say both, damage and die chip as well. As coop mentioned it does not carry an extra premium. ccobb, it seems like you are a Franklin fan, do you have any " Bugs Bunny" variety?that's an interesting one to have!
