Thanks for the information USSID, I'm aware of lowball coins, that's actuslly why I bought it. I figured I had nothing to lose with it being $12. When I get the 4 free submissions through NGC (when I decide to purchase it) I will include it as a submission.
Dave, is that something I should be worried about?

Well the 28-P is the lowest minted business strike coin of the series. that should be a good thing.

That would be neat as well, but then I'd be worried about it coming back in a body bag

Absolutely not a bad thing. As Mark already replied, '28-P is a key to the series.
My reason for this thought is the difference in width of the upper loop. An 8 is more narrow than a 2.
