From what I can see, there appear to be some fine details still present (i.e. the quality of the wreath and the lining of the feathers on the headdress) but the toning suggests it was cleaned, so I'm leaning on a details grade.
Otherwise this is actually impossible to grade with the quality of the pics, I suggest taking new ones with increased focus or removing the coin from the holder.

interesting that the seller has 100% feedback rating and this was the description of the listing: "1904 Indian cent, will grade mint state sixty three, reddish brown toning" appears to give very specific grades to coins sold and there don't appear to be any unsatisfied customers...

There's quite a bit of detail that's masked by the blurry photo, and I wouldn't be surprised if it showed up with high AU or Unc sharpness. The question is will it looked cleaned, or is the unnatural color just from the bad photo?
