Apparently, you mean the after-market (coin dealers, resellers).
It will not help coin collectors as they will have to pay MORE for each coin.

A stronger after market would also help the collecting market as a whole.
Either way it's costing the collector more money when most of what you get from the mint will end up selling for under issue price in a year or two.
A lot of the lack of interest and excitement from the modern mint products is the high mintages and the expected value loss. Anything that increases excitement and demand is good for the hobby as a whole.
The other thing to consider is that a lot of the high mintage products are also already being priced like they are very limited when they aren't
