I came across this penny when looking through some old change. I'm very much an amateur but it just seemed off to me. the color didn't match other coins around this time.

Looks like it's been through a dryer at one point. Whatever caused this, it's no means an error. This would be called Post Strike Damage ( PSD), since this happened after it left the U.S. Mint. It would only be considered an error if it happened at the U.S. Mint.

It's not painted and I figured it's PSD but I'm wondering if it was a different element

You could chase down the trace elements with some non-destructive XRF to confirm that the alloy is correct, but it seems much more likely to me that whatever environment this coin was stored in (e.g. acidic soil), has toned the surface an odd color.

What looks odd to me is the texture more than the color.
