Ouch, tough call.
But I think the "1 to 7" lines are die polish, not cleaning lines.
On the other hand the lack of any toning suggests dipping.

AU details cleaned.
Kanga: how do you distinguish die polish lines from cleaning hairlines. I have two straight graded PCGS MS-63 coins (1877-S Trade dollar, 1891LS quarter) that must have been dipped but still have great luster. They have some lines on them visible under 5x magnification which I have assumed reflect old "market acceptable" cleanings.
I don't have the equipment to take and post pictures. Are there any general pointers for identifying die polishing lines and distinguishing them from cleaning evidence?

Die polishing lines will be raised on the coin, cleaning lines will cut into the coin. A magnifier and shadows can help distinguish between the two.

This 20 cent example has cleaning lines, which helped make it affordable for me. People who spotted that on the photos have a good eye.

I think they are cleaning lines. die polish lines do not cross over devices. you can see that some do with the longest one across the knee. they are also pretty much straight if die polish lines and not so with several of these. I think it had a light cleaning and wiped with a cloth or something. it may still be acceptable but I'm going with AU58 details

AU-58 Details, cleaned. I agree with panzaldi about cleaning hairlines vs. die polish lines.
