Both are normal. The 2nd Dime is showing heavy scrapes from Post Strike Damage ( PSD) on the reverse.

The 1990 is a very minor MAD.

@Texasstar12, the '90 dime has been damaged--the edge is flared out and no longer ridged. I don't see how this could have been done at the mint (e.g. coin struck without collar) so it must have been done after leaving the mint.

1965-1967 coins didn't have mint marks on them those year. None of them. All denominations. Silver was being pulled out of circulation so to cut down on collectables those years they didn't have mint marks. No proof coins either. They were SMS. (Special-Mint-Sets)
