I want to know if this 1974 KM # 27 coin would receive a 'details' classification.

If not, what numerical grade would it receive.?

If so, what grade class would appear on the slab w/o any number?

These proof coins pose a challenge when one wishes to disguise the dark-colored camera above it. Such is the case with this one:

Unless a non-diffused light is held at approx 45 degrees to horizontal, those shield lines (especially on a proof) will seldom be crisp like it is now compared to the initial shot:

My advice is to not waste your money sending it to a grading service. With the scratch it will never be worth mucv h more than melt value whether it is slabbed or not.
