I bet all of that can be removed to reveal a normal looking coin. Second, you will find that as more folks wake up this morning, you will get additional opinions--please be patient with us. Third, I agree with @spruette that your cent has a layer of dried glue on it. When the glue was still wet, another coin was pressed against this one. You do not have a mint error and this coin is worth face value.
