I'd have to go with Good 4. There's no details left on any of the devices for a higher grade. What's funny is that it's uncommon to see a 3CN this circulated. Given that there's not a big price difference between G and VG, I see nothing wrong with hanging onto this coin unless you're looking to upgrade that year at a later date.
