with Ballyhoo - probably came out of a person that locked away a bag in Europe then moved them back to the US. I've never seen an actual bag of eagles but I've seen a couple bags of double eagles. When you look at the surviving estimate for 1890 US eagles, you can see there should be around 2000 total, PCGS alone has graded over 2500 of them, probably many, many crack outs and re-submissions due to the scarcity in MS grades. See PCGS's Rarity and Survival Estimates (towards the bottom of the page).
https://www.PCGS.com/coinfacts/coin/1890-10/8717One can easily see from the market prices currently with only 19 coins being graded at PCGS over MS63 it's worth trying and retrying, yet leaving most in low end MS or AU holders.
