Based on the users name and listing it seems to be a dealer looking to clear out inventory. More than likely acquired a bag of them and these were the most common grade within. Being the first of the year I'd suspect we'll see more of these types of hoard listings with coin shows coming up in the spring. For dealers it's easier to sell them online than lug them to shows.

with Ballyhoo - probably came out of a person that locked away a bag in Europe then moved them back to the US. I've never seen an actual bag of eagles but I've seen a couple bags of double eagles. When you look at the surviving estimate for 1890 US eagles, you can see there should be around 2000 total, PCGS alone has graded over 2500 of them, probably many, many crack outs and re-submissions due to the scarcity in MS grades. See PCGS's Rarity and Survival Estimates (towards the bottom of the page).

One can easily see from the market prices currently with only 19 coins being graded at PCGS over MS63 it's worth trying and retrying, yet leaving most in low end MS or AU holders.
