This looks like something other than split plating, to me.

Raised shelf to the west and inside.

coppercoins.com wasn't working for me when trying look for RPMs for 1984 D.

(I need a better microscope and lighting.)

What do you think?

Any other evidence of Machine Doubling on this coin on either side. The area in question looks too flat to be a RPM. I don't see much going on with the date, but other areas of the coin maybe affected? No one has anything like this listed yet.

Really tough to tell. In some pictures it looks flat, but in others it looks raised. I'm not too sure.

I don't see any distributed split plating elsewhere around the designs of the obverse.

I'd say it's Machine Doubling.
