1981 Jefferson Nickel Early Die State?

The fields on this reverse are reflective while the devices have a beautiful brushed metal cameo. The photo does not do it justice. When I saw it my first thought was impaired proof. Then I flipped it over and was surprised by 1981-P rather than 1981-S. Do business strike dies start with a proof-like finish such that this is an early die state reverse?

The obverse appears to be in Mid Die State while the reverse seems to be in Early Die State. Business Strikes don't have a proof-like finish.
