The speculation is that this motif was actually a motto of Augustus "festina Lente" or "Make haste slowly". The story goes that Titus was referring back to the time of Augustus. Now how does this relate to the reverse of the coin? Supposedly the Dolphin represents speed and the anchor represents stability hence "Make haste slowly". This motif was also used by a famous renaissance printer named Aldus. About this time a coin of Titus with this reverse was shown to Erasmus. He interpreted the reverse devices as signifying "Festina Lente". He actually wrote an essay about this symbolism. Mind you this is all speculation I have not seen definite proof that the reverse of this coins means festina lente.
