2017 Silver Quarter Proof Set In OGH W/ 1 Erroneous Copper Nickel Proof

Hello,

Picked up a 2017 silver quarter proof set in the original plastic case and noticed something a bit odd

Instead of a silver proof Effigy Mounds quarter, there is a second Frederick Douglass. Additionally, this out of place Frederick Douglass proof is copper nickel clad, not silver

Presumably they switched the machines over from CN to silver and this guy was stuck in the hopper? Other thoughts? The plastic packaging appears intact so I don't believe this was modified after the mint

These mint lens are easy to open without leaving marks and change out coins.

Don't know much about these sets. If all are to be silver and it is a packaging error, I'd think that would make it unique. If intentionally altered I'd ask for a replacement or discount to make up for the missing silver content. Thanks, Doug.

Adding: from what I can see, it seems to be a proof strike.

I'm thinking that someone changed out a coin also. Any fingerprints on the clad coin?
