Looks FS IMO, but all proofs are FS not all business strikes are FS

 ,hard to tell if it's FS .I'm sure it's not a proof . Coin has a lot of chatter on reverse . In my opinion do not send it in for grading .

Not a FS. It's close but by enlarging the photo, you can see where there is the odd break. It only takes one.

Awfully close, can't see the bottom step well enough to decide, but definitely not worth submitting.  to the CCF!

Looks like an impaired proof. 1961 is a tough year for steps.
