Looks more like circulation flattening. On a DDR the devices would show spread on some areas and other areas be normal. Everything looks flattened evenly. We had an image that I compared with a DDR from another thread. I feel the same would apply here with your coin:

Note the devices on the DDR, show areas where the hubbing was enlarged and other areas the devices were normal in size. On your coin all the devices are affected evenly. So I feel your coin is not a DDR, but coin circulation wear/flattening.
